Are they going to do it so it still allows the other SSE2 instructions if you have a Pentium 4? And when do you think they will release it?

Yes. The Darwin 8.01 release was compiled allowing SSE2 instructions which are not understood by that CPU. The OpenDarwin team is working on a release for x86 that compiles for SSE only which should be compatible and (hopefully) boot on your box.
