You are, in fact, running portmapper. The 'not registered' message is from portmapper. The problem is that mountd hasn't been started, so when you try to mount, the portmapper interaction to find mountd's port fails.

Check /System/Library/StartupItems/NFS for clues (you need to put the exports in the local netinfo database [assuming that's your root]).
