Hi Sean
This feature is available with PureFtpd with a -p setting
Pure-FTPd home page is : http://www.pureftpd.org
or http://pureftpd.sourceforge.net

I installed from a OSX .pkg that can't remember where I found it but I
have put on my iTools page for you
http://homepage.mac.com/mr_happymac/
feel free to get it from there check or the README file for the full
features.
I have Pure-FTPd running as a standalone which I would recommend.
