"ipconfig server not active"

Hello,

I had mac 10.1 on my machine and recently added in all the patches
available on the apple website.
Now when I try to release and renew my ip address through a shell script

in my program I get the message
"ipconfig server not active"

When I rebooted it got fixed but every once in a while it re-occurs.
Can someone please help me with what is happening?
