short answer:

Since the programs that make up the pretty UI on the OS X desktop are only compiled to run on IBM/Motorola PowerPC architecture then they cannot run on x86 family instruction set.

The Darwin stuff is recompiled to run on x86...

So Steve Jobs needs to make this decision, ultimately, to allow this. Though, he will not since it would cannibalize the Apple hardware sales which the company depends on for survival... (2.5 to 3 times the cost of a comparable performance Intel hardware).
