It is interesting to note that a lot of code doesn't mention any license
or copyright.

Yes. It is confusing -- especially when you are concerned with being legal
when reusing code for public (and/or proprietery) distribution. (It is
nice when code is simply freeware, public domain, or BSD-like licensed.)
