The file should be there. It ships with every copy of Mac OS X (and Darwin). You might try "ls /etc" and visually inspect the output to see whether it's there. If it's not, it's fairly easy to reconstruct from "man inetd". Here, for example, is the 'ftp' line:

ftp stream tcp nowait root /usr/libexec/tcpd ftpd -l


can someone tell me what happend? or how should i configure the ftp server?

The above is the "standard" configuration for ftp; there's not much else to it. Check the man page for ftpd for details.

I'll mention the standard response for anyone inquiring about using ftp: Don't! It is a security hole, since it requires the user to use his password to log in, and the password is sent in the clear. There are alternatives available that don't do this ('scp' and 'sftp' are two that are based on 'ssh').
