The MacOS X Server tools will only administer MacOS X Server boxes, and will only run on MacOS X (both client and server). They will not do anything for boxes running Darwin or MacOS X (client) on any platform. There is no difference (in this regard) between Darwin on PPC and Darwin on Intel.
This is true unless you have your Darwin box setup to be a NetInfo client of a MacOS X Server box that contains user/group data. Then the changes you make on the NetInfo server will be reflected on the client box (no regards to OS or platform in NetInfo). But I don't think that this is the sort of thing you are looking for.
