bad upload speed for ftp only at darwin 7.7.0

hi all,

the situation:
a mac os 9 computer can upload at a 64kbit link at full throttle, 8kbpersec at ftp
a mac os z 10.3.7 computer can use the same cabling, modem, link onlt at 4 kbpersec. at the activity monitor i see a transfer rate like a saw, it sends and stops, it sends and stops,

| \    | \    | \    | \    | \    | \    | \
|   \  |   \  |   \  |   \  |   \  |   \  |   \
|    \ |    \ |    \ |    \ |    \ |    \ |    \

or something similar. it sends and full speed, 10kbpersec, and stops, so the average 5 kpersec aggregates. i googled for broadband optimizer:

sysctl -w net.inet.tcp.sendspace=65536
sysctl -w net.inet.tcp.recvspace=65536
sysctl -w kern.ipc.maxsockbuf=524288
sysctl -w net.inet.tcp.delayed_ack=0
sysctl -w net.inet.udp.recvspace=73728

unfortunately no effect, although some values have ben changed.

ffmatyas:~ root# sysctl -w net.inet.tcp.sendspace=65536
net.inet.tcp.sendspace: 32768 -> 65536
ffmatyas:~ root# sysctl -w net.inet.tcp.recvspace=65536
net.inet.tcp.recvspace: 32768 -> 65536
ffmatyas:~ root# sysctl -w kern.ipc.maxsockbuf=524288
kern.ipc.maxsockbuf: 262144 -> 524288
ffmatyas:~ root# sysctl -w net.inet.tcp.delayed_ack=0
net.inet.tcp.delayed_ack: 1 -> 0
ffmatyas:~ root# sysctl -w net.inet.udp.recvspace=73728
net.inet.udp.recvspace: 42080 -> 73728
ffmatyas:~ root#

i am a totally kernel newbie, but this could be an operating system difference, the same speed is experienced with transmit and with the built in ftp command line program. the gui sux, it mounts the share read only. regarding the kernel, ok, rtfm man sysctl, but could anyone say something regarding this type of failure? i've tried it on an ibook and on a new imacg5, with 10.3.7 installed. where is the starting point for sysctl?

thanks in advance,
