NetInfo is on the way out, and won't be supported in Mac OS X for much longer. We haven't really provided support for setting up a parent NetInfo domain for the last couple of releases. What you want to do can be done, but if you proceed you are taking a big leap into the past, and will probably need to switch to a different solution in a future Mac OS X release.

The best way to go is to set up an LDAP server to host your shared user accounts. Mac OS X includes the OpenLDAP "slapd" server, which you can set up using command line tools even if you don't have X Server. I would imaging that there are a number of people on this list who could help with advise on setting up an LDAP server.
