I've done a lot of web apps, MySql back end, front end is a combo of
XCODE, WO, and PHP.

I've done all of the development myself, I do not really have a best
pracitces guide, but I do recommend not restricting browser types.
Nothing pisses me off more than a site that says (via javascript none
the less), "you must use IE to access this site."

I usually develop everything so it works natively under safari... I
then test with FireFox, for the most part they both work identical.
If anything, Firefox does things Safari doesn't, so there usually
isn't an issue.

In regards to IE, MS bends the rules a lot, trying to make new
standards with their proprietary stuff.... Windows Vista adds a lot of
proprietary items to web development, however, Firefox is quickly
gaining on IE, so at this point I say FF is more important to develop
for than IE... IE will have to adapt or lose out.
