I have found that some versions of MacOS do not have file mappings for
.jar files, so they get downloaded in text mode. I'm not sure what exactly
causes this - I just checked a reasonably fresh 9.1 system and it was OK -
but I've definitely seen it in the past. (It might have been IE that was
the culprit).

If you have CodeWarrior, you can drop the jar file on Class Wrangler to
quickly see if it is OK.
