Apple has stated the following:
1) Mac OS 10.2 is not a free upgrade.
2) Java 1.4 will not run on less than 10.2.

The obvious conclusion is that for users to run Java 1.4, a paid upgrade to
10.2 (at least) will be necessary. Yet another reason for not necessarily
jumping headlong into 1.4-requiring development without any means of
retreat.

If I were in a position where I had to choose, and the reason I wanted 1.4
was for some new feature that there was no other way to obtain, I'd
engineer my product to use abstractions and factories. Make a 1.3 factory
and implementation, as well as a 1.4 one. Then have the program pick the
factory and imp suited to the platform. The 1.3 imp may be slower or less
featureful than the 1.4 imp, but at least I'm not locking the product
entirely out of the 1.3 market just because I can't be bothered to engineer
a little platform-sensing flexibility.
