Because it was designed by Sun to emulate a Windows experience.

Or as much of a Windows experience as one can possibly do with java.io.File.

JFileChooser doesn't even recognize aliases (shortcuts), as I recall. Not
surprising, since java.io.File doesn't have any concept of aliases. In
fact, File has so few concepts of a modern OS (or even allowances for
variations among OSes), it's not really so surprising that JFileChooser is
so lame. It's the nearly inevitable result of the
lowest-common-denominator approach embodied in java.io.File.
