where is hwaccel_info_tool?

http://developer.apple.com/techpubs/macosx/Java/pdf/JavaWhatsNew.pdf says the command line program hwaccel_info_tool is "available online at http://connect.apple.com";. Where exactly is this available? After logging in to ADC, I've browsed and searched but have been unable to find hwaccel_info_tool. Help locating it will be appreciated.
