My open source ImageJ application at http://rsb.info.nih.gov/ij/ supports drag and drop on both OS 9 and OS X. To try it out, drag and drop a .tif, .jpg, .txt or .java file on the ImageJ icon. To see how it's done, look at ImageJ/plugins/Utilities/QuitHandler.java and at ImageJ/ImageJ.app/Contents/Info.plist.
