Signed security providers in OS X?

Greetings

I suspect that Java v1.3 as installed with OS X requires third party
security providers to be signed. This is a feature that was not implemented
into Sun's J2SE until v1.4.

Can anyone confirm that security providers must be signed when using Java
1.3 on OS X?
