To answer the follow-on question (not in the FAQ):
To become a "seeded developer" you must sign up for at least the Select
($500/year) ADC membership level, and sign Apple's seeding Non-Disclosure
Agreement (NDA).

Finally, I suppose there is some fitting irony that the name "Sangraal" is
an archaic form of "Holy Grail", which lately seems to be synonymous with
"1.4".
