If there are large numbers of new bugs, I think you should just pick a few
of the worst new ones and file new bug-reports, preferably referencing the
app where they occur (tell them a JAR or app is available on request).
This is one of the advantages to a confidential bug-list: submissions are
confidential.

For the "still not fixed" or "it's borken again" bugs, just file a simple
follow-up bug-report referencing the old bug-number. That ensures the old
bug-report gets activated again, or reprioritized.

Filing a bug-report allows engineers to prioritize the bugs, whether new or
old. Providing an example that worked on PriorRelease(N) but is broken
very badly on PreRelease(N+1) gives them a way to look for a problem and
check a fix.

This is just my general strategy for dealing with pre-release software of
any kind, from any manufacturer. It's not specific to 1.4.1 DP2 or
anything else.

Also, I am very careful not to get too wrapped up in a pre-release that's
too broken to evaluate properly. My first criterion is that it has to be
good enough to criticize. Again, this is not specific to any one product.
