A little poking around in my Windows 2000 system (courtesy of Virtual PC) reveals a "Character Map" window (I found it looking up "fonts" in the help system). If I'm interpreting what it's doing correctly, Arial appears to have a bunch of the box-drawing characters, plus an assortment of dingbats. (Others may, too; the Character Map doesn't appear to have the handy "Show Only Fonts Containing This Character" option, making it a lot harder to check which fonts have which characters.)
Of course, Windows 98, ME, XP, etc. may be different.

Linux may be more of a problem; I get the impression that it's chronically font-deprived. (I assume there's a reason all the Linux people are using the Microsoft Office fonts.) However, as a Linux non-user, I can't really say for sure one way or another.
