Based on what's been said, they seem to require that one of the "Apple may contact me" checkboxes be checked at the time the download is done. (To be safe, I'd leave it checked until the magic e-mail shows up.) If that wasn't the case for you, it appears you'll have to check one of the checkboxes, then download one of the DP2 files again. (The "tools" file is the usual recommendation, it being the smaller of the two.) There doesn't seem to be any other way to trigger the e-mail.
