_I_ do, and I'm reasonably sure that I'm an engineer. That
communication is often filtered through someone else (usually
developer relations, I think), but that's they way the Apple system
works.

I have no idea how this works. I put into the bug something like
"Can you ask the developer what happens when they do X?" and hand
the bug to developer relations. Eventually, I get the bug back with
some comment from the developer in it. I don't know what this looks
like from the developer's POV.
I get questions or feedback from developer relations all the time
(and I just have the freebie ADC membership). I assume they only
contact you if they need to though. Otherwise they just try to fix
it - they also send an email when they close your bug and the release
that it was fixed in is made available. Basically that email says "we
can't reproduce this in version X anymore, please try version X and
tell us if it is fixed for you." The emails with questions look
like this:
