I think answering this would require some idea of how you are trying to read the archive file? I thought the normal resource methods or something wrapping them maybe should allow access to a local jar? 

This occurs ONLY on Netscape 7 on OS X.

Sounds like it's probably a Netscape bug. My understanding is that with Applets using the java plugin they should all be getting the same and latest java version so that should make it the browser. I don't see any reason why you shouldn't try the SwingUtilities as a possible workaround. If it works on everything the same plus Netscape why not go with it? On OS/X you should be able to determine the pid for the Netscape application and issue a kill -QUIT to generate a java stack crawl to the Console which might be useful.
