Elliotte,
I know in retail, where they use a weekly calendar that varies from
year to year, that every seven years their is an extra week, which can be
counted many ways -- perhaps even as a thirteenth month? So I suppose if
you were going to implement a retail calendar, you would have to account
for that extra week somehow, and its own month seems reasonable to my
based on my experience with clients (who typically just ignore that extra
week).
