The source is available in CVS. Perhaps a port wont take long to create. The question is, who will do it? It would be great if Apple did one and included it with newer versions of Java.

I started a project on SourceForge some months ago to port Javax.usb to OS X, but haven't had time to do any work on it, other than trying to come to grips with IOKit (one of my current side projects is actually a JNI module for talking to a USB device on OS X. It's only using bulk pipes, however, so it isn't really generic enough for common usage, although I'll be releasing it as Open Source shortly).

The port is somewhat more complex than it initially appears, but it's certainly doable. It just requires time and effort. If Apple wants to jump in and help, I'd certainly be happy to have their aid (as I need this API myself :) ).
