Widget plugins rely on the informal WebScripting protocol, which is where a number of the required methods come from.  ObjC is really the only path to take.

What functionality are you looking for that requires a plug-in?  Perhaps it can be solved some other way if you don't want to get into objc.

(PS- there is a dashboard-dev list now where you can get help with plug-ins.  It's really pretty trivial to write one of these even if you don't know Cocoa)
