Do you consider an Archive and Install of the OS a "clean reinstall" or not?
I assume the only reason for not doing a "clean reinstall" is time, because
an Archive and Install of the OS preserves all your accounts and settings
(unless the install dies for some reason). So if you were thinking that a
clean reinstall means reconfiguring all your accounts and settings, read
the "Archive and Install" heading on this page:
<http://www.apple.com/macosx/upgrade/>
If expedience is the primary criterion, then you have to decide:
1) You can choose safety over time: Archive and Install, followed by
Combo OS update, followed by J2SE 5.0 Release 4. This probably
maximizes your chances for success. Backing up your data first further
decreases your risk
2) You can choose time over safety: apply J2SE 5.0 Release 4 directly.
To increase your risk even more, don't backup any of your data before
applying J2SE 5.0 Release 4.

The old DPs are no longer available, so a strategy of sequentially applying
them appears to be impossible. If they were available, you'd get them by
logging into your ADC account, where you got the earlier DP. You can login
and confirm their unavailability for yourself.
This seems to leave you only these options:
1) Archive and Install OS; apply Combo OS update; apply J2SE 5.0 Release 4.
2) Apply J2SE 5.0 Release 4 to whatever you have installed now.
#1 maximizes your chances for success. #2 is clearly more expedient.
Backing up irreplaceable data first is optional in either case.
