In general:

1. Open System Preferences.
2. Click the International icon.
3. Click its Input Menu tab.
4. Find the "Keyboard Viewer" item in the list.
5. Check its checkbox.
6. Find "German" in list (may appear as "Deutsch").
7. Check its checkbox (if not already checked).
8. At bottom of pane, check the checkbox "Show input menu in menu bar".
9. From the new menu, choose "Keyboard Viewer".
10. Observe a floating on-screen keyboard palette.
11. Hold down modifier keys, and observe keyboard labels changing.
12. Find the desired character.

The above is on my machine, which has English as the primary language, so
all names and labels are in English, while yours will probably be in
whatever your primary language is (i.e. the Language tab of the
International pane).

The on-screen keyboard used to be a separate app in
/Applications/Utilities.  It was certainly a lot easier to find that way.
