Bad news I'm afraid, Apple are wise to people joining up just for the 
discount and the hardware discount doesn't kick until in until you 
renew next year!

I believe that if you get a Select ADC/WWDC combined ticket this 
requirement may be waived and you get the hardware discount immediately 
but I'm not sure.

In general I would suggest you sign up for Select ADC membership 
because you need access to developer resources rather than purely for 
the hardware discount.

Oh, to answer your question, the discount is typically 25% I believe, 
though it may vary with the machine being bought.
