This is NOT TRUE.  As soon as you bough ADC membership, you get your discount.

Select ADC and Premier ADC are the only two programs with hardware discount(s) (http://developer.apple.com/membership/details.html). And they (discounts) available immediately.


In general I would suggest you sign up for Select ADC membership 
because you need access to developer resources rather than purely for 
the hardware discount.

Oh, to answer your question, the discount is typically 25% I believe, 
though it may vary with the machine being bought.

I know this is off-topic for the rest of you, but I use my Mac for 
Java 
development and will need to upgrade to test against the intel Mac...
I see that buying a select membership to ADC costs $500, which gives 
me 
one discounted hardware purchase.
My question is how much is the discount? Presumably some of you will 
have gone this route, so what I need to know is is it cost effective 
(i.e. will I get more discount than the membership costs!)
