Are you using a proxy server? Is the machine that's failing set up to use a proxy server, even though one isn't there? Are you using a dynamic page scheme that would generate a unique URL for each download? Caching of the JARs is URL-based, so if you generate a new URL it has to re-cache all of the JARs. When it hangs, can you do a 'kill -QUIT' on the process to see where it's stuck? Also, 'sample <pid> 30 3' would be helpful, too.
