Local firewall blocking port?
Local SSH daemon not running or mis-configured?
I suggest running some Terminal command-lines of CVS commands using the
same CVS-host info, to see if you can get more detail than "Connection
Refused". You can verify SSH is running as desired using 'ssh'
command-lines, too.
