After more observation I can confirm that the only time the app has an icon is after a reboot, which unfortunately for me is often due to my spontaneous shutdown black MacBook. still waiting for parts. :(  

Anyway,  the icon is fine after a reboot. When I run the app from the icon it stays fine until webstart gets to the 'downloading application' part, which is where it checks for updates. That's when it hoses the icon.

Another webstart app I wrote, which has the auto-update turned off (it has no <offline-allowed/> or  <shortcut> tag at all), doesn't reset the icon. The icon stays fine.

'touch'ing the .app file doesn't help. 

Sometimes moving the app into another folder, waiting a while, then coming back helps, but not always. 

The icon in the dock is always correct, regardless of the icon on the desktop.

Force quitting the Finder to make it restart does fix the desktop icon.

I hope this helps you guys track down the bug.

This is an old bug with Mac OS X.  I have a bug report (#4489098) from March 2006 on it that is still open.  The only workaround I've found is to duplicate the .app and throw away the old "generic" icon.  The right stuff is created in the .app, but the Finder doesn't present the icon.
