I was hoping folks would say, oh yeah, just use the Launch Services

I'm reduced to just fumbling around some more, perhaps rebuilding the
Info.plist from scratch, to see what the #($*#)( is the matter.

If you built the app bundle by hand, try building one using JarBundler, and see if that one works, and if so how it differs, or try substituting your Info.plist into its bundle, etc.

Hey, how does Launch Services uniquely identify an app? I assume not
by file name but by some identifier in Info.plist, yeah?

There is a Bundle ID key in the Info.plist (CFBundleIdentifier, you have it set to com.dtsoft.cms.uploader). This is expected to be unique to the application.
