You can use various tools to create DMGs. The manual GUI way is to use Disk Utility to create the image and then copy files onto it in the Finder.
Ive created a disk image, and used Disk Utility to convert it into a compressed disk image. Ive uploaded it to my website and downloaded it ok. I just have one question although it is already compressed are disk images distributed as .dmg or are they wrapped in to zip format, as I have seen both.

Disk images can be zlib-compressed, so I see no point in zipping one.  If you use hidutil to create your disk image, then it is zlib-compressed by default, but you can use the -format option to change that.  If you use Disk Utility, then New > Disk Image from Folder... gives you the option of compressing or not (see the Image Format option).  If in doubt about an existing disk image, the command "hdiutil imageinfo yagayaga.dmg" will give you lots of information about it, including whether or not it is compressed.
