In general, the way Mac OS X does localization is to have a uniform
locale-indifferent pathname, like "/Volumes" or "/Applications/Utilities".
For each localizable pathname or file-system object there's a "display
name" that the Finder and other things actually display.  The display name
never affects what the pathname is.

You can find out more by searching ADC for "display name":

Other OSes may do localization differently.
