Actually if you use Java 6 you can use the added load(Reader) to load a .properties file with any encoding:

Properties p=new Properties();
InputStream stream=new FileInputStream("test.properties");
p.load(new InputStreamReader(stream,"UTF-8"));

this will allow people to translate texts directly in the properties file, instead of having to resort to using command line tools to convert between encodings. Yihaa! :)
