Reinstalling my application makes no difference so I think he has messed up something on his OSX Java installation, how could he fix it , what should I look at

Start with the versions of the OS and Java that the customer is running.

For example, I don't see a javax.help.HelpSet or javax.help.HelpBroker class on OS 10.4.9, Java version 1.5.0_07.

AFAIK, JavaHelp is an optional extension, so if your app isn't providing it in its own classpath or installing it as an extension, you won't necessarily find it pre-installed.
