slowdown with OpenGl 1.2.1?

I just installed OpenGL 1.2.1 on my dev machine. Running the SAME
EXECUTABLE of my windowed opengl app, my framerate dropped by over 30%
from its rate under opengl 1.1.3.

Any ideas what might be going on? I'm not doing anything terribly out
of the ordinary in my code, and nothing else in my system changed. The
hardware is a 500 mhz G4 with ATI Rage 128 Pro. Under both opengl
versions the agl renderer is reported as "ATI 3DRage OpenGL Engine".
