That seemed to be the solution that I needed. I do believe that
things are
working correctly now that I am using GL_COMBINE_ARB. I also did a
search
on GL_ARB_texture_env_combine and it is supported :)

All Macintosh renderers support GL_ARB_texture_env_combine, which is a
slightly extended version of GL_EXT_texture_env_combine. If this
extension is supported, you may use GL_COMBINE_ARB.
Also, GL_ARB_texture_env_combine was folded into OpenGL 1.3, so if
your
renderer reports 1.3 or later you may use GL_COMBINE.
