ARB_vertex_program requires OGL 1.3?



According to the vertex_program spec, the extension requires OpenGL 1.3. The specification does assume that features like 3D texturing are available:

http://oss.sgi.com/projects/ogl-sample/registry/ARB/vertex_program.txt

However, this extension is available on all renderers in Apple's implementation. Is this accurate? Although the demo's work, I've run in to some problems running VPs on the GeForce2MX / 4MX systems, which only support OGL 1.1 (I know VPs will just be software with these cards). I was thinking that the safest course of action might be to require 1.3 && ARB_vetex_programs before using VPs. What are other doing in this regard?

Only the low end nVidia HW raises this question for me, since the only ATI chip stuck at 1.1 is the Rage-128, and I'm not supporting that at all.
