That sounds like update tearing.
If I turn on display mirroring, the lines appear on my 2nd display (a
19" Sony CRT) but not on my main display (Powerbook 15"). I'm using a
Radeon 9600. I haven't succeeded in taking a screenshot of them.
Has anyone else experienced this? If anyone has a windowed PBuffer
test app that I could try out, that would be much appreciated. Or you
could try downloading my iTunes plugin and see if you get the same
problem

I think that something in 10.3.6 is delaying or slowing swaps and
updates to the screen. In 10.3.5 and earlier, I could smoothly zoom
and scroll a large windowed context on either screen without tearing,
and now under 10.3.6 it occurs much more often, as if something is
blocking the hardware more frequently.
