You can report bugs at http://bugreport.apple.com . If you can provide an app which demonstrates the problem, the Apple engineers will be much better able to fix the problem.

Are the above references to Parallels perhaps relevant? Could the issue be due to having Parallels and its kernel extensions installed?

Try disabling those kexts and see if you can reproduce the problem. I don't know if a Safe Boot will disable too many other parts of the OS to conduct the test, but it's worth a try.
