I have found one project on sourceforge to do this, though it's a little difficult to change the http pages of the CGI -
http://sourceforge.net/projects/osxpass/
It works fine to change passwords in OpenDirectory. I haven't looked at the security implications yet. When you try to change to passwords that don't conform to restrictions set in Open Directory (like password length) you get an error stating the username or password is incorrect. So while not being very informative, it does at least respect the OD settings.
