I believe there are a few applications that can do ticker-style news bars, and many of them just use RSS feeds. So if you were to set up a simple website with an RSS feed, then you could just install some simple news ticker and point it at your site. It's also platform independent, as long as you can find news tickers for each OS. I'm sure there are other ways to do this as well...
