i'll reiterate that i'm not having a problem routing traffic to the
VPN interface. rather, i'm having trouble getting proxy aware
applications (like safari) to use the proxy settings for the VPN
network port when accessing addreses serviced by that port (e.g. my
10.10/16 work addresses).

Last I checked, most programs use the proxy information returned by System Configuration framework's SCDynamicStoreCopyProxies routine. What does that return for your setup?

SCDynamicStoreCopyProxies gets the proxy dictionary from the key "State:/Network/Global/Proxies" in the SCF dynamic store. This value is placed there by the IP configuration agent. I believe that it always applies the proxy dictionary of the primary interface.
