Privoxy has a web-based GUI which offers some degree of control over its settings, but there's generally no point in attempting to create a user interface for such highly customizable services. If you made a button for every conceivable option the window wouldn't fit on anyone's screen and much of the setup requires a knowledgeable human to define the rules and regexes they require.
