Just a clarification on this point to be exacting with regard to
specifications:

I believe Michael was saying that the telephone switching office (Central
Office - CO) must have new, fully digital switching equipment and NOT the
older analog/relay type switching equipment.

There is no such thing as a 'digital line' with respect to a POTS (plain
old telephone system) line. If the CO is digitally switched, then 56k
modems MAY be able to run at their fully rated capacity of 53k bps. 53k
bps is a FCC mandated maximum - as to why this is so, I have no clue...

And, I say the modem MAY be able to run at 53k because phyical line
conditions such as electric noise also come into play here, too.
Excessive noise will cause the modem to lose data and/or drop to a lower
speed.

Compression such as MNP4 (and others) does help, but if you are
downloading something that already is compressed, such as a stuffit or gz
file, then the modem hardware compression will be of little benefit.
