'mail' at the shell level is just a basic email client that most people use
for scripting stuff.

I do this in Perl (shell script, can be done by HTTP too) with the help of a
little module. The users simply provide the list, the email content and
hop, it send it to the SMTP server.

I hope it's not for sending spam ?
