Yes, but if you changer a user's short name, that user will have to be re added to various groups.

Suppose you have a user named sam. sam has a primary group of 20 (staff) because that's standard. This is done through sam's user record (in /users).

Sam also belongs to groups called clueless and lost. This is achieved (unlike primary group) by listing sam in the group records for clueless and lost (in /groups).

If you change sam's short name to samuel, he's still in staff, because that's done through the user's user record. He is no longer in the clueless or lost groups, however, because they both reference a user with the short name of sam, who no longer exists.
